Opportunity Information: Apply for DLA 201804

The FY18 Supplemental Funding for Existing PTACs opportunity (Funding Opportunity Number DLA 201804) is a discretionary supplemental funding announcement from the Department of Defense, Defense Logistics Agency (DLA), offered as a cooperative agreement modification to organizations that already hold an active Procurement Technical Assistance Center (PTAC) cooperative agreement. Rather than funding brand-new PTACs, DLA planned to add money to existing awards to support additional outreach activities tied to the SBA HUBZone program. The overall goal is to increase the number of HUBZone-certified businesses that participate in government contracting by encouraging PTACs to host HUBZone-focused events within the current period of performance of their existing award.

The core activity being funded is a HUBZone-focused training event in the PTAC service area, especially in areas that contain HUBZones. Applicants are asked to submit a brief, rough event proposal and cost estimate, and stronger proposals are those that go beyond a short informational briefing. DLA and SBA describe an ideal event as one that combines substantive training with practical, hands-on help such as on-site HUBZone screening and opportunities for matchmaking and networking with government agencies and other partners. The event does not have to be exclusively about HUBZone certification, but HUBZone content must be a clear focus area. PTACs are expected to invite their usual audience, including PTAC clients and relevant government agencies.

A notable priority in the announcement is outreach to Native American-owned businesses, because all Tribal areas are considered permanent HUBZones. If a PTAC has permanent HUBZones in its territory, the agencies encourage including at least one event specifically targeting that community. SBA indicated it would support this emphasis by providing marketing materials that explain HUBZone benefits that are particularly relevant to Native American-owned firms. SBA also planned to contribute subject-matter support by providing HUBZone experts to lead training and by making a HUBZone screening tool available for PTAC use to help businesses assess readiness and eligibility as part of the application process.

On funding mechanics, DLA anticipated issuing modifications (mods) to existing PTAC awards and increasing funding for the most meritorious proposals. Each modification would also increase the PTACs performance goal for participated events; for example, proposing one qualifying event would increase the participated event goal by one. While the full award ceiling listed for the opportunity is up to $500,000 and the agency expected about 10 awards, the actual amount per PTAC would depend on the proposed event scope and the agencys selection decisions. Matching funds are generally not required for this supplemental request unless the PTAC is already receiving the maximum allowable federal share under the applicable statutory cost share rules referenced as 75 or 65.

The application process is intentionally streamlined. Proposals are limited to a single page and must include an itemized cost estimate, but applicants are asked not to attach supporting backup documentation unless the Grants Officer requests it later. An SF-424 is not required for this supplemental submission. Submissions were not collected through Grants.gov; Grants.gov was used only to advertise the opportunity to eligible PTACs. Instead, the complete proposal package consisted solely of the one-page event proposal with itemized costs, emailed to sherry.savage@dla.mil by the deadline of September 13, 2018 (the opportunity was posted September 7, 2018).
