Opportunity Information: Apply for PAS 001 FY2024

The U.S. Embassy in Prague, through its Public Affairs Section (PAS), is offering funding through its Public Diplomacy Small Grants Program under an Annual Program Statement for FY2024. The overall aim is to support projects that strengthen social, political, and cultural ties between the United States and the Czech Republic, with a clear focus on reaching Czech audiences living in the Czech Republic. A core requirement is that every proposed project must include a meaningful American element. That can take the form of U.S. culture or policy content, participation by U.S. experts or artists, collaboration with U.S. organizations or institutions, or programming that increases understanding of U.S. policies and perspectives. Typical examples include lectures and workshops featuring U.S. speakers, civic engagement initiatives built around shared values, cultural programming such as masterclasses and joint performances with U.S. artists, and professional or academic exchanges connected to the United States.

To be competitive, proposals must also align with at least one of six Embassy priority areas. These priorities cover: (1) strengthening the U.S.-Czech bilateral relationship by helping Czech audiences better understand U.S. policies, culture, and values; (2) supporting economic prosperity through entrepreneurship, innovation, and bilateral trade; (3) advancing environmental protection and STEM education, including climate-related work, scientific cooperation, and critical thinking skills; (4) promoting human rights and democratic values, including support for marginalized groups, gender equality, integration and diversity, transparency, accountability, anti-corruption, rule of law, and civic participation; (5) strengthening independent media and combating disinformation through investigative journalism support and media literacy; and (6) reinforcing regional security, including cyber security, energy security, and NATO-related cooperation.

The program is designed to reach diverse audiences across the country, and proposals with substantial activities outside Prague are explicitly prioritized. Target participants are primarily teenagers (high school age and older) and adults. The Embassy is not looking to fund projects that fall outside public diplomacy goals or that conflict with program rules. Ineligible activities include partisan political work, humanitarian aid, construction, fundraising campaigns, scientific research, projects that do not clearly fit a priority area or lack an American component, projects mainly intended to build the applicant organization itself rather than deliver public programming, and requests intended for personal use.

Applications must be submitted electronically by email to grantsprague@state.gov using the official application form available on the Embassy website (https://cz.usembassy.gov/education-culture/small-grants-program/). For FY2024, PAS set three submission deadlines: January 15, 2024; March 19, 2024; and May 14, 2024. Proposals are reviewed within about two weeks after each deadline, and applicants selected for funding should expect follow-up paperwork. The Embassy stresses that it can only fund future programming, and applicants are encouraged to apply early, ideally at least three months before the project start date. While the narrative section lists May 14 as the final deadline, the opportunity data also references an original closing date of May 31, 2024; applicants should follow Embassy instructions and submit before the stated program deadline to avoid being ruled late.

Proposals are evaluated on several practical criteria. First is the quality and feasibility of the idea, including how strongly it supports a priority area, whether activities are well planned and realistic, and whether the applicant has the capacity to manage U.S. federal funds (including a functioning financial management system and a bank account). Second is the strength of the American component, which should be more than symbolic and clearly integrated into the project design. Third is the likelihood of achieving objectives, meaning clear goals, a logical approach, and credible outreach that will reach the intended audience. Fourth is monitoring, evaluation, and sustainability, where applicants are expected to define measurable output and outcome indicators, set milestones, explain how results will be tracked, and show that the impact will continue beyond the grant period. Finally, budgets must be detailed and justified, with costs that are reasonable and aligned with the activities and expected results.

Awards are made through a competitive review process led by a committee of Embassy staff and partners. Noncompliant submissions are removed from consideration, and final selections also take into account the value of supporting a diverse range of Czech organizations and reaching varied regions and demographic groups. The Embassy notes that publishing the funding opportunity does not guarantee an award and reserves the right to reject any or all proposals. Funding is typically disbursed in at least two installments, commonly structured as an advance with a later reimbursement (often described as roughly 80/20), though payments can also be tied to achievement of milestones. Recipients must comply with grant monitoring and reporting requirements, including program and financial reports on a schedule defined in the award document; failure to meet reporting obligations can delay payments and harm eligibility for future funding.

Eligible applicants include not-for-profit organizations (such as NGOs, civil society groups, and think tanks) connected to the Czech Republic, public and non-profit educational institutions with a Czech connection, Czech governmental institutions and international organizations, and individuals with a connection to the Czech Republic.
